Back-merge of the v1.2.1 hotfix into staging, done by hand: the automated
forward-merge run conflicted on uv.lock
(run 32787068775).

  • Brings the release commit and tag history into staging, including
    fix(api/asset): update access from admin to editor, which was only on
    production.
  • Resolves the single uv.lock conflict (the editable ocotilloapi version)
    to 1.2.1, matching the merged pyproject.toml; uv lock --check is clean.
  • Syncs .release-please-manifest.staging.json to 1.2.1 so the next staging
    RC versions from the new stable baseline.

Prerequisite for the 1.3.0 promotion: v1.2.1 was not in staging history, so
release-please was scoping the RC against v1.2.0.

If version files conflict with in-flight staging work, accept either side —
release-please rewrites them on the next Release PR.
